Depends on how you define swinging and voyeurism. By itself no, but if a group of swingers include a voyeur then for them yes it is. I suppose it's similar to spanking, is that swinging, a fetish or part bdsm. It can be any of them. Some swingers may accept voyeurism, some may not but if you class them all as swingers then who is correct? Are swingers who accept voyeurs not swingers?
All I would say is, if you believe you are a swinger and you include voyeurism in your play then it is an acceptable part of swinging. So sorry I can't answer your question but hell I can complicate things

But if the swingers then invite the Voyeur to join them, it's classed as swinging? Or even if the Voyeur switches places with one of the 'players' then this would be swinging?
