On the messaging thing, I don't think there is a good or bad time, it's just another way of getting to know people so can be at any time.
That said, I do find it a tad unusual when single guys message me out of the blue, when I have not encountered them on the site previously. I definitely recommend reading someone's profile information first, and I personally would chat a bit through the forums and on people's profiles first - if for no other reason than having a start for conversation.
