It means you have a chat message. This message could have been sent whilst you were offline, or idle and you've not seen it.
The best advice from here is to check your chats for anything missed, and to also logout. Once logged out and back in, your chats will of course refresh.
There is no direct way to retrieve a missed message in chat. (unless the other person starts a chat with you again)
