Buy a blow up dragon from a souvenir shop. Splatter it in plaster of Paris and once it's gone off you'll then have a perfect dragon plaster cast shape to work from.....

You've probably finished it by now, but I remember watching some kids art programme years back where they used a box with a lid for the mouth/head bit like a kids shoe box turned up side down, the lid is the lower jaw/mouth
