So I'm at the local 24 hour diner, right. It's like 2am, no one there except the cook, an attractive, if a bit young, female waitress, and some random dude at a table eating. I walked up the register and engaged the waitress to place my order. We exchanged brief banter as usual.

Suddenly, the random dude accosted me and tried to insert himself in the conversation babbling something to me and I could now tell by his mannerisms that he was the female employee's boyfriend. I felt like telling him there no was need for this, I have no interest in stealing his girlfriend.

But I fully understand the "alpha" male primal instinct to protect your mate when another male enters the situation. He eventually sat back down and the girl sat with him to eat her dinner. Then he asked me if he should marry her. I was like "that's up to you".

Dude, just stop talking to me. You are obviously an immature male who doesn't have the confidence to trust his own g/f and any cohorts she happens to talk to.

Some men, no some boys who think they are men, are so ignorant they fail to recognise the fact that she goes home with him at the end of the night and wakes with him each morning.
As you say across the pond, pay no mind.

He's clearly got insecurities and as for asking your opinion on marriage, that's clearly a piss take so basically the guy's an arsehole and she can probably do better anyway.
It's correct, alpha male behaviour - but also very ignorant of him to not realise that friendly banter is just that.
In this case, here, we call people like that - twats. :D
